Understanding Structural Drivers of Economic Breakdown and Policy Failure in Sudan

Dear Colleagues, I am pleased to share with you our second paper, which addresses the critical issue of Sudan’s war economy. This paper builds on our earlier analysis of the currency collapse and provides a deeper examination of how entrenched conflict dynamics, elite capture, and proxy militias continue to undermine economic stability and governance. The report outlines why current measures have failed, the implications for Sudan’s humanitarian and political trajectory, and sets out clear recommendations for peace, institutional rebuilding, and donor engagement. Annexes include a timeline of economic decline, an organogram of military-economic networks, a flowchart of resource diversion, and a comparative budget analysis.
